Are you researching DC solar incentives to lower your electric bill and help build a cleaner, more sustainable future? The DC Solar for All program might be the opportunity you’ve been waiting for. Created to make solar accessible to all income levels, this city-backed program can help you save hundreds per year on electricity at no cost to you.

What Is DC Solar for All?
The DC Department of Energy & Environment (DOEE) launched the Solar for All program in 2016 to bring solar energy to 100,000 low- and moderate-income households by the year 2032. The goal: cut electric bills in half for qualified DC residents and renters.
Administered by DOEE and implemented through partners like DCSEU, the program supports both rooftop solar and community solar, ensuring that both homeowners and renters can access solar savings.
How Solar For All Works
1. Rooftop Solar — No Cost, Big Savings
If you own your home and qualify, you can get rooftop solar through Solar for All for free. The system typically offsets 50% or more of your annual electricity usage, saving you around $500 per year.
If your roof or electrical panel needs an upgrade, that may be covered too. And there’s no lien, no loan, and no maintenance required on your end.
2. Community Solar — For Renters & Non-Ideal Roofs
Not everyone can get rooftop solar. That’s where community solar comes in. If you’re a renter or your roof isn’t right for panels, you can still benefit from DC solar incentives. You can sign up to receive credits on your Pepco bill from a solar system located elsewhere in the city.
Savings show up as “CNM Credits” and typically reduce your bill by about 50% per year — again, around $500 in annual savings, without having to install anything on your home.

What About Renters in Single-Family Homes?
Renters living in single-family homes are also eligible as long as the homeowner agrees to the program terms. If your landlord is on board, rooftop solar can still be installed at no cost to you or them, and you’ll get the savings. If that’s your situation, we’re happy to help you and your landlord understand the benefits and paperwork.
Who Qualifies?
You must be a DC resident, and your income must fall at or below 80% of the Area Median Income (AMI), or you must be enrolled in qualifying assistance programs.
Here’s the income chart for 2024:

If you participate in SNAP, TANF, LIHEAP, SSI, or other income-qualified assistance programs, you’re likely eligible too.
