Zero-Cent Solar Is Real in Washington, DC. But Only Here, and Only for a Limited Time
You have probably heard someone say, “free solar is a scam.”
In most places, that statement holds up.
Across the country, companies advertise free solar and then load contracts with hidden escalators, confusing financing, or pricing that changes after the paperwork is signed.
Washington, DC breaks that pattern.
Right now, DC homeowners can get a true zero-cent solar system. No upfront cost. No monthly payment. No price increases over time. And yes, DC law explicitly allows it.
This program exists only in Washington, DC, and only for a limited window.

What Zero-Cent Solar Actually Means in DC
A zero-cent Power Purchase Agreement, or PPA, works like this:
- We install the solar system at no cost to you
- You use the electricity the system produces at $0.00 per kilowatt hour
- That price stays locked in for 20 years with no escalator
- After 20 years, we transfer ownership of the system to you
You never see surprise payments. You never face price increases in year five or year ten. The price stays at zero for the entire contract term, and the contractor carries the risk, not the homeowner.
Once ownership transfers, you own the system outright and can take advantage of whatever local incentives exist at that time.
Why This Works in Washington, DC
DC built one of the strongest solar incentive structures in the country, and local lawmakers did not make it temporary.
Local law requires utilities to purchase solar production credits, called SRECs, at high values to meet DC’s clean energy goals. That requirement runs through 2041.
Those SRECs, combined with the federal business solar tax credit, make zero-cent solar possible.
Instead of charging homeowners for electricity, solar companies fund projects through:
- DC solar production incentives (SRECs)
- The federal business solar tax credit, available through the end of 2026
That structure pays for the system without shifting costs onto the homeowner.

Why This Is Not the Same as “Free Solar” Elsewhere
Most states lack strong enough incentives to support truly free systems.
To make deals work, companies often:
- Add annual price escalators
- Advertise one offer and deliver another
- Lock homeowners into contracts that get more expensive over time
Those tactics created the bad reputation around free solar.
DC’s program does not rely on marketing tricks. It relies on policy that has worked for years and will remain in place for decades.

“If This Is So Good, Why Isn’t Everyone Doing It?”
This is one of the most common questions we hear.
The short answer is that people actually are doing this. A lot more than most homeowners realize.
Washington, DC has some of the highest solar adoption rates anywhere. Roughly one in five homes already has solar. The number is even higher for commercial buildings and small businesses.
If you are just hearing about zero-cent solar now, it can feel like you somehow missed the memo. In reality, this program has been quietly powering DC homes for years. It has not been marketed aggressively because it is limited by policy, roof availability, and installer capacity.
If you want proof, open Google Maps and zoom in on your neighborhood. Look at the roofs on your block. You will see solar everywhere. Rowhomes, apartment buildings, schools, churches, warehouses.
Once you start looking for it, you cannot unsee it.

“This Sounds Great, But I Probably Need a New Roof”
Another completely reasonable concern.
Solar and roofing go hand in hand. Putting panels on a roof that is near the end of its life does not make sense for anyone.
This is exactly why we brought roofing in-house.
We found that roofing was the single biggest obstacle preventing families from going solar. Instead of sending homeowners to outside roofers and watching projects stall, we built our own roofing team so we could keep things straightforward.
When a roof needs work, we install roofs close to cost so the solar project can move forward without turning into a financial burden.
Our head roofer, TJ Bobbit, has over 20 years of experience in residential and commercial roofing. Together with our in-house crew, we inspect roofs honestly, explain what actually needs to be done, and avoid upselling work that is not necessary.
If your roof is solid, we will tell you that. If it needs attention, we can handle it without bouncing you between contractors.

Timing Matters
DC’s solar law runs through 2041, but the zero-cent PPA itself is only available through the end of this year.
The reason is the federal business solar tax credit. That credit is a major piece of what allows solar companies to install systems at no cost to the homeowner. It is currently scheduled to remain available through the end of 2026, but projects need to be installed and structured within that window.
Residential tax credits have already ended for homeowners. Businesses have a slightly longer runway because large-scale and utility-style solar projects were given more time under federal law. That extra time is what makes the zero-cent option possible right now.
Once that window closes, the economics change.
Starting next year, the offer shifts from no-cost solar to low-cost solar, with PPAs expected to land in the 8 to 10 cent range instead of zero.
The bottom line is simple. This program exists today because several incentives are lining up at the same time. That alignment will not last forever.

The Bottom Line
Zero-cent solar in Washington, DC is real. It is not a gimmick, and it is not a bait and switch.
It only works here because DC law requires strong solar incentives, and those incentives are paying for the system instead of the homeowner.
But it is limited by time, location, and eligibility.
If you live in DC and have been skeptical of “free solar” offers in the past, that skepticism makes sense. This is one of the rare cases where the numbers actually do what the headline says.
The next step is not a sales pitch. It is a straightforward review of your roof, your electric usage, and the program rules.
No pressure. Just facts.
